I am directed by the Secretary of State for War & acknowledging the receipt of your letter of 27th ultimo, enclosing a transcript of an Ordinance passed by the Legislature of Hong Kong "I provide for the establishment of a Volunteer Force and to empower the Governor to call out the said Volunteer Force of Corps of "Defence Volunteers" in the event of anticipated war", together with a copy of the Report of the local Attorney-General thereon.
